This is a professional position responsible for ensuring HOC's compliance with the Americans with Disabilities Act (“ADA”), Section 504 of Rehabilitation Act (“Section 504”), the Fair Housing Act, the Civil Rights Act of 1964, and all other applicable federal, state, and local laws and regulations.  The ADA/504 Manager will work under the direction of the General Counsel, but will be expected to work independently and with minimal supervision in the planning and directing of their job duties. The ADA/504 Manager will oversee and manage the agency’s reasonable accommodation/modification requests (internal employee and tenant/customer requests). This will include all aspects of the reasonable accommodation decision process, including creating an intake system, overseeing the decision making process, engaging in the interactive process with requesters, reviewing final decisions, and ensuring timely responses.

This position requires knowledge of financial analysis. Will reconcile Housing Choice Voucher vendor and client ledgers. Will assess and collect landlord receivable balances resulting from subsidy overpayments. Generate repayment agreements and referrals to collection agencies. Responsible for monitoring receivable balances for incoming portable clients. Will work with staff and Public Housing Authorities to collect outstanding debt. Will create reoccurring payables for outgoing portable clients and reconcile FSS escrow accounts. Will submit monthly report of all financial activity. Must provide excellent customer service and maintain working relationships with landlords, tenants, housing authorities and HOC staff. Will create monthly reports for Housing Resources Division related to port-in receivable balances. Monitor and update project-based voucher spreadsheets. Perform other related duties as assigned.

This is a 24-hour per week, part-time position with benefits. This position is responsible for providing crisis intervention, conducting assessments, providing information and referrals, facilitating groups, developing and administering the Bauer park newsletter, and brief counseling services for elderly and disabled residents and adults residing in the Bauer Park HUB. Other duties include coordinating service deliveries from the County and nonprofit agencies, advocating on the behalf of residents, and completing statistical reports.

This position will act as a liaison between the Budget Office and assigned HOC Divisions/Departments for the purpose of developing and coordinating the formulation and monitoring of various agency budgets, for controlling funds across entities to implement performance objectives of the programs, and analyzing past and present financial operations to project future revenues and expenditures.  

The incumbent will serve as an inter-agency consultant on compliance related matters. 

The incumbent must possess a fundamental knowledge and understanding of managing both market rate and affordable housing; as well as a comprehensive knowledge of property management processes, systems, and procedures.  This incumbent is responsible for ensuring properties are fiscally sound and viable investments that are physically well-maintained and in compliance with all lender, U.S. Treasury, HUD, and other regulatory requirements, as well as HOC policies and procedures, agreements, programs, and covenants.  The Regional Property Manager must also be proficient at identifying underperformance, providing operational data analysis, coordinating with counterparts at third-party property management firms where applicable, and supporting Property Manager performance.

This position is responsible for managing all aspects of housing location for a caseload of up to 20 homeless individuals/families referred by Montgomery County Continuum of Care or DHHS services to end and prevent homelessness.This position supports the Resident Services Permanent Supportive Housing Program and the Montgomery County Department of Health and Human Services SEPH.

This position is responsible for the installation, operation, modification, repair, troubleshooting and testing of new and existing heating, ventilation and air conditioning (HVAC) systems and associated equipment including residential, scattered-sites, and commercial boilers and chillers.  The employee will be responsible for the work of electrical, plumbing, carpentry, appliance maintenance and repairs and correct minor structural problems. Perform preliminary estimate of materials, time and labor necessary to complete a job and is responsible to lead others by providing instruction, guidance, and cross training of employees in skills of the trade.

When checks are produced, compare them to invoices. If accurate, prepare documents for mailing. Compare vendor statements to invoices paid. If there are outstanding invoices, determine cause and pay immediately if appropriate. Assure that W9s are sent to and received from all new vendors.

This position is responsible for preventive maintenance to heating and air conditioning and repairs in electric, plumbing, carpentry, appliances, and minor structural problems.  Maintain supplies and parts for buildings.  Perform vacant unit rehabilitations.  Maintain operation of HVAC units, boilers, repair pipes, pumps and furnaces and keep logs.  Conduct unit inspections, maintain keys for apartments and mail boxes, storage, community centers and laundry rooms.  Respond to emergency calls and maintain security of buildings.  Perform other related duties as assigned.
